FAA Clears Wilkes-Barre Scranton in Revenue Case

Wilkes-Barre/Scranton International and Director Barry Centini got some good news yesterday. The FAA notified the airport that it had been cleared of any wrongdoing related to its reimbursement of $600,000 to Lackawanna and Lucerne counties for their incentives to Vacation Express airlines. VE, you may recall, was a low-cost air carrier that shuttled Pennsylvanians to points south. (Full disclosure: Myrtle Beach International Airport was one of two destinations served by the airline.)

The letter from Wayne T. Heibeck (FAA manager Harrisburg ADO) referenced the agency's review of audited financial statements from the airport from 1998 to 2004, and concluded that the reimbursement complied with sponsor assurances and guidelines pertaining to the permitted use of airport revenues.

"These documents support the airport's explanation that the payments made to Lackawanna and Luzerne counties were reimbursements for county contributions made within the past six years ... FAA policy permits the use of airport revenue for the repayment of the airport owner or sponsor contributions that have not been previously reimbursed if the request for reimbursement is made with [sic] 6 years of the contribution."
